No data to display for the selected metrics should be shown for tag cloud type of viuals when it does not have data

Using amazon/opendistro-for-elasticsearch-kibana:1.13.1. For the Tag cloud type of visuals, it display an empty visual inspite of display the string like “No data to display” when it doesn’t have data

Expected Result:

it should display string “No data to display” when doesn’t have data
