Permissions to manage Tenants

Versions: AWS OpenSearch 1.3

Describe the issue: I have a custom Role setup for all users. I want them to be able to create their own Tenants but I cannot figure out which specific permissions to give them.

It’s just Amazon OpenSearch Service.
