[Notice] Removal of AngularJS 1.8 in the 2.11 release

Hey everyone ,

We’re making some essential changes to the OpenSearch Dashboards for 2.11 due to security concerns related to AngularJS 1.x’s end of life. This will affect specific exports and internal APIs. This should not affect any OSD specific REST APIs.
