Describe the issue:
I need a dashboard to be visible to read only, for just one user.
This user will only be able to view this dashboard or others that I want to add

You can create a custom tenant and then link this tenant to a custom role that has just one user.
When you create a dashboard in your custom tenant, only users with access to the tenant will be able to see the dashboard.
Is your multi-tenancy enabled ? Could you share your opensearch.yml file?
